Try to find out the public transport route to your hotel from the airport before you fly.

depends on where you are landing Ciampino - Sleazy Jet et al is a horrible bus ride into the centre, but they do generally clear the planes more quickly, but it's not a nice airport, they quote 40 minutes, but it always seems to take longer, from Fiumnicino take the train, reasonably quick and comfortable, the trains offer a regular service.

Both options take you to Termini where you can get local transport, trains, bus Metro.

Cost of taxi from central Rome to airports, will be perhaps 60€ plus and will not be a lot quicker.

One of the reasons I always stay in the centre of Rome, is that it avoids the problem of getting to/from an extra-mural hotel.

Rome is not a place to take a hire car. Every Italian male young or old drives as if they are on a race track, especially down streets where they have a 2cm gap on either side of their car.

Not really, as being as it will be around February time, it's not as busy or expensive as it would be in the summer. I think my return flight (from East Midlands), match ticket and hotel (4 nights) came to about £200 all in.
