I would think it's more a case of "who wants it", the cost for the host nation makes it unattractive.

France want it.

They have lots of facilities and grounds that can accomodate.

They are also bidding for an Olympics so are prepared to cover that as well.

2007 was a big success and prpofitable for all until the french taxes brought in some retrospective taxes that weren't planned for :D

I seem to recall high praise for the quality of organization and the ample facilities in France with easy efficient transportation. Wales didn't make the QF so it really was unbiased :D

In 2023 the border control's will make it impossible for the fans to freely move between stadia and events so Ireland is a non starter.
