Casement Park will have a standing terrace of 8,500. Páirc Uí Chaoimh will be 24,000 standing terraces. I know it doesn't look it but MacHale Park is an all seater. I presume they have plans to add seating if required in other GAA stadium without impacting on the overall capacity if required. If they win the GAA will make sure they can get every penny out of the government so they benefit from any redevelopments after the World Cup without having to fork out themselves. No better blood sucking organisation in world sport.
Just looking at RWC 2011, New Zealand had quite a few secondary stadium similar in design, one or two grandstands with the rest open air stands so fully roofed stadium doesn't seem a major issue for World Rugby, well in 2011 it wasn't.
