High / dangerous tackles

Post High / dangerous tackles
SJ, what is your take on this.
We all know a high/dangerous tackle in open field when we see one, but what about the close quarters play when players go in and basically put head lock/strangle holds on an opponent. I am seeing this in most games now and it does not seem to draw the ref's attention.
Is there a law regarding this.

Anything above shoulders should be penalised imo.

I agreee with steve. one thing that appear to be being let go is the hip throw, or judo throw. This is clearly mentioned as being illegal but I have seen it a few times again of late, and it went unpinished.

There is no reason for the hands or arms to make contact with the head in rugby. if it does (deliberately) then it should be penalised IMO.

there is no such thing as a high tackle actually..only a dangerous one.
