1. There has been radical changes to Elite squad release very recently eg 8-10 wks compulsory rest period offseason, Increased release time from clubs etc ..

2. The JIFF is the process with an increased period y-o-y of enforced french player %s in squads. The major qualification of declared Jiff player is having been developed in a french rugby Academy authorised by the Minister of Sport for at least 3 years. It is difficult to word the requirement because of EU employment laws and various test cases, Bosman etc

Scott Spedding current member of french elite squad (not for much longer!!?) ...came to France 9 years ago and played one year in their development squad before being offered a Pro contract. Is now a french citizen, passport etc

He has been informed by Clermont that his contract will not be renewed at the end of the Season.

This puts him in a spot :

-He is not Jiff qualified (only one year spent as such @ Brive)

-He is a current member of 40 man squad elite squad.

This is not a desirable state because Clubs want JIFF qualified players to avoid penalties and don't want many current internationals because of excessive release requirements. Although his international status will soon be terminated? ... he is trying to negotiate new contract now in advance of end of Season departure from Clermont. (Strettle has also been released from contract)

He appealed to the LNR to allow him 'JIFF' exceptional status because of his long term presence, french passport etc but it has been refused.

He is appealing.

There's a positive side ... french developed players are needed and it's a positive drive and one understands the need to avoid exceptions ....

But the poor bugger seems to be left high and dry.

Interestingly Fiji players that were recruited young from, e.g, Clermont Fiji sponsored Academy but subsequently 'developed' in France are JIFF qualified and despite having achieved International status by residency and/or passport.
