Don't think it was, it was just the way the clip was edited, the ref signals for a scrum

All they need to do is a use it or lose it rule like the scrumhalf gets. 2 chances to do something, then scrum put in to the other side. If you are not going to do anything with it, welly it as far up field as you can.

The Law was changed maybe 10 or 15 years ago (Perhaps longer than that ...).

Prior to that a scrum/maul could be set up by the side given the penalty regardless of what the other side did. There were a few tries scored that way as the mobile maul rumbled over against an unprepared defence.

You now need to call for a scrum or a kick and you can't set up an uncontested scrum/maul.

The team that took the lineout actually did very well not to concede a penalty - ironically the new laws that stop the ball carrier swimming back may have helped here.

The catcher takes and then the guy comes into rip the ball, as soon as that transfer happens then it's a penalty to the defending side if there is no contact between the two sides - but they don't transfer the ball, it's good reactive play.

There should be some 'use it' action from the ref here, although I'm not sure how he can do that under the laws as they stand.

Basically everyone is stood around not actually playing rugby, and I think the emphasis to do so lies on the team in posession, so a sanction against them for not playing in the spirit of the game?
