Would the 'fighting it out for the best' work? Let's say a decent lad from Holyhead got selected at say 17 or 18 for the Dragons. It's a long way and presumably not a lot of money. At that age, there is every chance he would have to move house, and likely quit school. The money for young players would have to go up massively for relocation costs and accomodation.

The idea is surely, to build up beneath the regions and then ensure that the quality they get is the best.

I agree with you last sentence. I don't see what Hollyhead and the dragons have to do with it though.

In my mind I am seeing teams of under 25's playing regularly and representing their local people in Rugby as a Sport not a culture. Let the old buggars beat each other up and get pissed and kiss better friends than ever on the other pitch.

It is those old sods in the way that prevents development.

The point re Holyhead and the Dragons ia the geographical distance. They are the two furthest rugby points apart (I think) in Wales.

If I'm interpreting you right, your 'fighting it out for the best', is about dividing the quality of the youth players between the regions. I.e. once they have proved they can play first team regional rugby. This is what the NFL do, after college (I think), where they can earn millions. The ability to move their entire families with knowledge that they can afford it is easier.

I appreciate that Wales is smaller but even a journey from Swansea to Cardiff as a youth player, for ever training earning only a few thousand a year requires some serious thought and a car.

This is a few years old. But is probably not unusual.

Look at what the SRU are doing with their next level down.
The WRU could do a similar thing, with an 8 team/franchise league playing with regional fringe players and the best club players.
Then club rugby would become truly amateur.
My suggestion for the 8 franchises would be
Cardiff
Newport
Swansea
Llanelli
RGC
East Wales Select home base tbd
Valleys select
West Wales select

Would anyone watch those teams though?
